According to Kim Kotter's facebook page and the Miss Universe Netherlands facebook page, the pageant will be in Las Vegas. Just saw that a few minutes ago!

Looks like the venue is Planet Hollywood according to the Miss Germany Universe fb page. Also indicates FOX will be airing the pageant!
Unfortunately, it looks like they are sticking with the 3 hour format.

We are very excited to announce that the 2015 ‪#‎MissUniverse‬ Pageant will air on Sunday, December 20th on FOX at 7/6c. The pageant is being hosted by the fabulous Planet Hollywood Resort & Casino in Las Vegas. The three-hour event will feature the most beautiful women from around the world, however only one can take home the crown.
