Since MEUS is still growing, the organization allows for regional titles if a state title has already been crowned or appointed for that year. It's also a way for previous state or regional titleholders to compete again the following year. For example, Miss New England Earth US was last year's Miss Rhode Island Earth US. Since she cannot be crowned the same state twice, she chose to apply for a regional title that encompasses the state that she resides in. I do not know which states the MEUS organization considers Midatlantic, but geographically that area is typically New York, New Jersey, Pennsylvania, Delaware, and Maryland. 

The Regional titles are a good idea to give chances for those who wants to try again.
