According to Global Beauties the 2nd RU doesn´t go to Miss Universe but to rather to Miss World University (although her sash says Miss Universe Zimbabwe). The Miss Zimbabwe pageant doesn´t have the Universe franchise as confirmed by the international org.

LISA Morgan’s dream to represent Zimbabwe at the Miss Universe beauty pageant later this year has been shattered.

Morgan was crowned Miss Universe Zimbabwe at an event which was held simultaneously with the Miss Zimbabwe and Miss Tourism Zimbabwe pageants, which were held at the Harare International Conference Centre in February.

The 20-year-old beauty was crowned alongside Rumbidzai Mudzengerere and Malaika Mushandu, who will represent the country at the Miss Tourism World and Miss World finals respectively.
Morgan was made to believe that she had won herself a ticket to represent the country on the international stage, but the organisers of the Miss Universe pageant have since dashed the beauty’s hopes.

In no uncertain terms, Annette Cammer, a member of the Miss Universe organising team, told this newspaper that Zimbabwe has no licence holder and thus will not be taking part in the international event.
“We do not have a licensee for Zimbabwe. The 2011 Licence Agreements were sent in January to our national directors and no licence agreement was sent to Zimbabwe,” said Cammer.

Zimbabwe’s last licencee, Yvette D-Almeida-Chakras, migrated to Canada and, according to the Miss Universe team, she has not renewed her licence agreement with the organisation.
This year’s Miss Universe pageant will be held on September 12 in Sao Paulo, Brazil and, according to the organisers of the event, 25 countries had confirmed their participation by March 1 2011.

The Zimbabwe Tourism Authority (ZTA) acting chief executive officer, Givemore Chidzidzi, also confirmed that Zimbabwe has no licence.
“It is a fact that we do not hold a licence for the Miss Universe pageant because we have not been participating at the event for a long time. However, we are currently negotiating with them and we are confident that we will get the licence,” said Chidzidzi. He added that even if they fail to secure the licence, they would make sure that “the girl” is not prejudiced in any way.

“It does not matter whether we get the licence or not because we will still make sure that she goes to the international stage. In fact, we are fortunate that some pageants take more than one participant and if she cannot go to the Miss Universe, then she will go somewhere.”

The acting CEO said communication with the Miss Universe organisers started well before the Miss Zimbabwe finals, but the selection process still had to go ahead even without confirmation from the organisers.
Contacted for comment, Morgan declined to discuss the matter, saying she would rather someone more qualified do the talking.
“Yes, I know everything there is to know about the Miss Universe thing, but I am not in a position to comment. I would rather you talk to Mr Chagonda,” said Morgan.-The Sunday Mail
