Beauty Queen with other Foreign Blood

Is your country send also girls with other foreign blood to compete in pageants Internationally?
Here in Philippines, every year there is a half breed in every National Pageants.. maybe its because Filipino is everywhere
But when the judges during National Pageants are foreigner the winner usually are those looks very Filipina, and had dark feature.
We find them beautiful maybe because we are not a fan of girls who is ordinary for us since we usually saw them everyday in streets etc...
And im wondering why even if a Filipino dont look good that much when he/she married a foreigner her/his daughter/Son feature looks great ,the feature of Foreign is more visible than the one with Filipino...

Isabela Manjon (Bb Pilipinas - Tourism 2011) - Spanish Blood
And many more in National pageants who didnt win..

I really do not know if it is allowed, I guess yes, because she is participating. But many here approved that, but also many does not approve it at all, because she does not represent the puertorrican woman. Emina Cunmulaj she represented Yugoslavia (today Serbia) in Elite Model look 2001 and she is of Albanian origin
and Rialda Muharemi also Albanian and represent Montenegro in EML 2006
