This photo was taken from the Instagram of one of the preliminary judges, Elena Semikina, it'snot the final 16 but propably her scores for pre-preliminary judging based on photos and events. She removed it shortly after it was published! If I am seeing correctly it says:

I think Paulina is involuntary lifting her eyebrows while she's posing for the pics, because when you're watching her in motion her eyebrows are looking normally shaped and lifted Wink

This was a complete hoax.

Elena Semikina has already stated in her OFFICIAL twitter account that she has never posted such thing and is not even in Moscow yet. Smile

So, someone clearly has waaaaaayyyyyy too much time on their hands and decided to play with photoshop to create that hoax picture
