I've found an interesting commentary with a quite logical explanation of what Irene was probably trying to say. Here it is: " I think what she was trying to say is that we shouldn't make any more law instead just try your best to follow the laws that are already established. Just like her being a surfer, she is at the mercy of the wave. Not much for her to do but wait for it and follow the rules of the waves.' It would be an excellent answer for me If only her actual answer would sound similar she would be the winner I think...
